US–Iran proposal outlines path to deal but tensions remain, experts debate
A proposed US–Iran memorandum is being discussed with aims of ending the war and establishing a 30-day period to negotiate a final agreement. According to Axios, Iran would commit to not developing a nuclear weapon but would be able to enrich uranium to a low level after at least 12 years. The US would lift sanctions and release billions in frozen Iranian funds, and both sides would lift restrictions on transit through the Strait of Hormuz within 30 days of signing the deal.
In a discussion panel on Al Jazeera, retired US General Mark Kimmitt, a former assistant secretary of state, said the proposal is a response to Iran's 14-point plan, noting that US intermediaries Witkoff and Kushner are talking verbally to Iranian interlocutors, but he suspects Iran will "toss it out the window" because Tehran has not committed to a date for nuclear negotiations in the second phase.
Abbas Aslani, a senior research fellow at the Center for Middle East Strategic Studies in Tehran, said the gaps between the two sides remain. He noted that Iran has tried to decouple issues to focus on ending the war, reopening the Strait of Hormuz, and lifting the naval blockade, with nuclear matters to be discussed later. He added that decisions are made through the Supreme National Security Council with the leader's endorsement, warning the US not to misinterpret Iran's deliberation as division.
