The Trump administration has bypassed Congress to approve $8.6bn in emergency arms sales to Israel, Qatar, Kuwait and the United Arab Emirates.
The weapons package includes advanced air defence systems such as Patriot missiles and precision strike capabilities.
The State Department cited emergency circumstances following February's joint US-Israeli attack on Iran, when Tehran retaliated with missiles and drones against Israel and Gulf states hosting American military bases.
This marks the third time the administration has circumvented standard congressional approval, drawing criticism from Democrats.
